It has continuously maintained its output at the fourth place in the country and established the status of a major paper province

2 Jiangsu paper industry outlook

2.1 characteristics of modern paper industry

looking forward to the development of paper industry, we must first correctly understand the characteristics of modern paper industry. Papermaking is a traditional industry of light industry. Modern papermaking industry is a technology intensive, capital intensive, resource and energy consumption industry. It also has the following main characteristics:

(1) modern papermaking industry is an industry that develops synchronously with the national economy. Looking at the development law of the paper industry in all countries in the world, we can find that the growth rate of paper products in the paper industry is basically parallel to the growth rate of the national economy, and the paper industry is closely interdependent to the development of the national economy. The consumption and production level of paper also represents the economic and cultural development level of a country and region, making the paper industry a non negligible industry

(2) modern paper industry is a circular economy and sustainable development industry. The papermaking industry is an industry with serious pollutant emission. However, with the progress of papermaking science and technology and the application of a series of high and new technologies, it can be said that the cleaner production technology, resource comprehensive utilization technology and pollutant treatment technology of the world's modern paper industry have been very mature. It is not far away to realize zero emission of pollutants. Therefore, the papermaking industry is a typical circular economy and sustainable development industry

(3) modern paper industry is an industry with great development space. Paper, the product of the paper industry, is an important carrier for spreading culture and an important packaging and publicity material for commodity circulation. Its consumption increases synchronously with the development of social culture and economy. However, the growth of China's paper production still lags behind consumer demand, which makes China's paper industry the third largest foreign exchange consuming industry after petrochemical and steel industries. In particular, paper pulp is highly dependent on foreign countries. Therefore, there is a huge space for the development of pulp and paper

2.2 advantages and gaps of Jiangsu paper industry

Jiangsu paper industry has certain advantages: first, geographical advantages. Jiangsu is located along the Yangtze River Delta, one of the most economically developed regions in China. The Yangtze River, known as the "golden waterway", stretches 800 miles across Jiangsu. Railways, highways, water transportation and air transportation are very developed in the province. Second, the advantage of openness. Jiangsu is close to the international metropolis Shanghai and its new round of development Pudong, and is in the front line of China's reform and opening up. Jiangsu provincial Party committee and government have formulated superior policies to attract foreign investment, creating a good environment for foreign investment. Third, basic advantages. Jiangsu Wuhua Tianbao, outstanding people, and the history of uremic toxins have many more developed economies. It is a large province of economy, industry, culture, and education. There is a large demand for paper and paperboard, and there is a huge sales market space inside and outside the province and abroad

compared with Shandong, Zhejiang and Guangdong, which are ranked among the top three in China, especially compared with Shandong, a strong papermaking Province, there is a certain gap in Jiangsu's papermaking industry. One is the lack of resources and energy. Jiangsu is a province with a large economy and a shortage of resources. Coal and electricity need to be transported and imported from outside the province in large quantities, and wood pulp raw materials need to be imported in large quantities, which has become the "bottleneck" of development to a certain extent

second, there are few large enterprises, especially domestic enterprises, whose competitiveness is not strong. Among the top 3O list of national key papermaking enterprises in 2005, there are 8 in Shandong Province; Among the top 30 list of sales revenue of key paper enterprises in 2005, Shandong has 10; They are all "outstanding", have scale and efficiency, and have strong market competitiveness. Third, the industrial order is still low. Among the industries in Jiangsu Province, the pillar industries have always been "electricity, steam and chemical export machinery. Although papermaking is a traditional industry in light industry, due to the constraints of resources and energy, uneven industrial distribution, and lagging behind in solving pollution, the industrial ranking has always been behind. It is not as good as the large papermaking enterprises in Shandong Province, and papermaking has become a pillar industry in the province

2.3 from a large papermaking province to a strong papermaking province

with the development of culture, education, information, packaging and other industries, as well as the improvement of people's living standards, the position of papermaking industry in the national economy is becoming more and more important. Jiangsu paper industry is not only an important part of light industry in the province, but also to establish an important strategic position in the industrial economic pattern of the province, and move forward from a large paper province to a strong paper province. According to the guiding ideology of the paper industry development plan of Jiangsu Province during the Eleventh Five Year Plan period, efforts should be made in the following aspects

(1) adhere to the scientific concept of development, take wood pulp and waste paper as the main raw materials, make full use of the low-cost advantage of grass resources, and realize the integration of forest, pulp and paper and the integration of reed, pulp and paper. Jiangsu has more people and less land. The integration of forestry and paper industry can not be completed in a short time, and there is still a long way to go. At present, wood pulp and waste paper used in papermaking mainly rely on imports, so we should make rational use of non wood fibers and grass fibers. Non wood fibers in Jiangsu include reed, yellow bamboo grass, cotton stalk, etc. there are a wide range of grass resources in central and Northern Jiangsu, and straw pulp still occupies a place. We should make full use of existing resources and create space for survival and development, which is in line with the situation of Jiangsu Province and the national conditions of building a paper industry with Chinese characteristics

(2) adhere to scientific and technological progress, strengthen technological innovation, strive to save water, energy and consumption, speed up pollution control and achieve cleaner production. The paper industry is a large consumer of water and energy, and it is also one of the main industries of industrial pollution in China. Before ft, five departments including the national development and Reform Commission jointly issued the "notice on printing and distributing the implementation plan of energy conservation action of 1000 enterprises", which studied and decided to organize energy conservation actions of 1000 enterprises in key energy consuming industries and formulate implementation plans. The plan has issued the energy-saving goals of the 11th Five Year Plan for three major energy consuming enterprises, Jindong paper (Jiangsu) Co., Ltd., jinhuasheng paper (Suzhou Industrial Park) Co., Ltd. and UPM Sichuan (Changshu) Paper Co., Ltd. Therefore, Jiangsu paper industry should study the Countermeasures of resources and environment, and formulate plans and specific measures for water conservation, energy conservation, pollution control and cleaner production

(3) continue to increase the use of foreign capital and opening up, and actively support foreign-funded enterprises to build and expand large, super large and world-class paper enterprises. "UPM group and storas, the world's paper giants," he added, adding that foreign investors such as Suo group, Indonesia golden light group, Central South Company of the United States, Liwen company of Hong Kong, yongfengyu company of Taiwan and Rongcheng company of Taiwan have invested heavily in Jiangsu to build and expand modern large and medium-sized paper-making enterprises with internationally advanced equipment level, technical level, management level, environmental protection level and production of high-quality products. Recently, Jiangsu Prince Paper Co., Ltd., with a total investment of 1.98 billion US dollars, was approved by the State Council, and Japan accounted for 90% of the registered capital. The project mainly produces coated paper, printing paper, cultural paper, etc. In the future, we should make full use of the "golden waterway" of the Yangtze River, strengthen cross river development and cross-strait joint development, strengthen the introduction of foreign capital, and continue to attract the world's paper giants to build modern paper-making enterprises in the north of the river, so as to make Jiangsu along the river
